Reforming Drug Price Regulation: A Critical Imperative for Pharmaceutical Companies in Germany
Author: Dr. Lara Kleinesudeik, Market Access Manager, Germany
The escalating costs of medications, particularly those targeting cancer and rare diseases, have become a pressing concern for healthcare systems worldwide. On Monday, Josef Hecken, the head of the German Federal Joint Committee (Gemeinsamer Bundesausschuss (G-BA)), has issued an absolute warning to RND (RedaktionsNetzwerk Deutschland): without stringent reforms in drug price regulation, we may face rationing of these essential medications.
Hecken highlights a significant disparity in the German healthcare system. Despite cancer and rare disease medications accounting for nearly one-third of total pharmaceutical expenditures (approximately €18 billion), they represent only 1.3% of prescriptions. This imbalance is unsustainable and demands immediate attention.
The ethical implications of current practices are profound. Hecken argues that conducting extensive clinical trials for drugs treating rare diseases or terminal cancer patients is often unfeasible. The high price tag and limited patient population make traditional clinical trials impractical and ethically questionable.
To address these challenges, Hecken advocates for mandatory post-market studies to track the real-world effectiveness of new medications over several years. These “register studies” would provide a more reliable basis for determining the true patient benefit and, consequently, the appropriate pricing. Hecken suggests that the final price of a drug should be retroactively adjusted based on these findings.
Thus, pharmaceutical companies must prepare for potential regulatory changes that could impact pricing strategies and market access. Embracing innovative approaches to demonstrate the value of their products will be crucial. We can help to develop innovative solutions and support in the early development of suitable study strategies.
